Looks like a Map used for PERP or DarkRP.
I dunno. It doesn't really fit the atmosphere of the RP right now, unless the canon changes it to a less dark and goth tone.

well there's weather and stuff to mess with so they can likely change the look someway.. We do have other maps around somewhere I think.. City8_2 is just getting a bit stale to me imo.
