So, with all of the complaints about lack of fear from Fables, and OP groups, and blah blah blah, I thought of a way to fix it, it's based on a system we used at UPG and UNRP that worked with with OTA, modified for Vampire RP
This is a system where each character has two strikes, strike one is a TK, you were heavily wounded, with that first strike you lose equipment, either kevlar, a weapon, or a sum of money worth repairs to your items, strike two is a PK. However, not every death is a strike, if you are smart and don't dive in head first, if you run or even be tactical, you can get off with no strike.
This sort of system would be managed on the forums on a page, it would apply mainly towards groups like Bourne's proposed task force killing someone, and PKs can still be applied if the player so wishes their character to be PKed, and as a general rule, deaths for a personal reason are usually a PK, but that's just what I generally think of
