DECA Applications

Server has a lot of citizens/fables but it needs more authority figures such as DECA. In game broadcasts/propaganda should be done often, and even forum applications should be allowed as well so we can get a large player base to work in DECA.

Just thought I'd suggest this to the people leading and managing DECA at the moment. We need more DECA!
